This Chaillot Paper contextualises the dilemmas facing EU policymakers as Europe experienced an unprecedented influx of migrants and refugees in 2015-2016. It examines how the EU’s enlargement, neighbourhood and development policies evolved in response to the migration crisis.

Much like the European Union, several ASEAN countries are now facing a migrant boat crisis. But mindsets and attitudes towards the issue differ markedly. What are the root causes of the plight of the Rohingya? And what obstacles are there to addressing their suffering in a comprehensive manner at a regional level?

This independent report commissioned by members of the G7, identifies seven compound climate-fragility risks that pose serious threats to the stability of states and societies in the decades ahead. Based on an assessment of existing policies on climate change adaptation, development cooperation and humanitarian aid, and peacebuilding, the report recommends that the G7 take concrete action to tackle climate-fragility risks and increase the resilience of states and societies to them.

Against the background of ongoing discussion about the implementation of the Lisbon Treaty’s solidarity clause and member states’ responsibilities in terms of mutual assistance, this brief provides an overview of the EU’s mechanisms for dealing with disasters.
