Reflecting on the EU’s approach to cybersecurity capacity building abroad – Towards operational guidelines

On 7 and 8 December 2017, the EUISS organised a two day workshop to evaluate capacity development results in the framework of the 2013 Cybersecurity Strategy. 

The workshop served as a forum for experts and practitioners to reflect on how existing methodologies and tools for programming, implementation and evaluation can be used to promote cyber resilience and fight cybercrime.

The first day of the workshop focused on existing lessons in the development of results chains and metrics to track, monitor, and evaluate cyber capacity building efforts. The second day of the workshop sought to define the key pillars and layers of the EU's external cyber capacity building model, as well as reflect on how to systematise the EU’s values, principles, and interests as a guiding blueprint for capacity building engagements abroad.
